Business Support Officer

Overview:
One of my local government clients is seeking a Business Support Officer to join the Finance team within the Resources department. This key position supports the Enforcement team, delivering a high-quality, customer-focused administrative service that plays a vital role in the effective collection of revenue for the Council.
Please note: Previous experience working within a local authority or public sector environment is essential for this role.
Key Responsibilities:

Provide daily administrative support to Enforcement Agents and act as the first point of contact for all enquiries.

Respond professionally to customer queries via post, phone, and email.

Support the enforcement and recovery of debts in line with legislation, council policies, and procedures.

Handle incoming payments, update customer accounts, process changes, and manage casework to resolution.

Work closely with internal departments and external enforcement contractors.

Trace absconded debtors and coordinate recovery actions for individuals with multiple debts.

Refer customers to relevant debt support services (e.g. Citizens Advice, Money Advice).

Maintain accurate records, ensure data quality, and adhere to data protection and audit requirements.

Keep up to date with relevant laws, regulations, and procedures related to enforcement and debt recovery.
Person Specification:
Essential Qualifications and Knowledge:

GCSEs in English and Maths (Grade C or above).

In-depth understanding of debt recovery legislation including Council Tax, Business Rates, Housing Benefit Overpayments, Commercial Rent Recovery, and relevant court actions.

Knowledge of welfare rights, equality policies, and customer service best practices.

Experience within a local authority or council is essential.
Essential Experience:

Proven track record in administrative roles within local government or a similar public sector setting.

Experience supporting enforcement or revenue recovery teams.

Competency in handling sensitive data, financial transactions, and IT systems (Microsoft Office essential).

Ability to prioritise workloads, meet deadlines, and manage pressure in a fast-paced environment.

Experience in dealing with challenging customers with professionalism and empathy.
